Methodology for Data Collection and Interpretation
This section outlines the general methodology used for data collection and provides important context for interpreting the information presented. Users of this data are encouraged to consider the methodology and limitations described below when analyzing the data.
Scope of Data Collection
The data collected on the portal covers multiple key areas, including:
- Demographic and epidemiological indicators: Population estimates, estimated number of people living with HIV (PLHIV), identified PLHIV, and the number of PLHIV receiving antiretroviral therapy (ART).
- Procurement of antiretroviral medications: The list of approved medicines for procurement in each country.
- Procurement transactions: Information on procurement processes, including extensive transactional data such as awarded contract prices, procurement conditions, and key details (e.g., buyer, supplier, brand, delivery timelines, etc.).
Data Collection Methodology
Data collection is conducted through a combination of manual and automated methods:
- Procurement data from Moldova’s national electronic procurement system MTender and Ukraine’s Prozorrosystem is collected manually.
- ART procurement data in Ukraine and Moldova is manually compiled by partners through official requests for access to procurement information.
- Price data for pharmaceuticals is collected from various official sources, as detailed below.
Currency Standardization
To ensure consistency in financial data across different countries, all monetary values are converted to US dollars (USD). The conversion is based on the official exchange rate at the contract date.

- Estimated number of PLHIV, identified PLHIV, and the number of PLHIV receiving ART, as well as treatment protocols, are obtained from the Public Health Center of Ukraine.
- Moldova:
- Estimated number of PLHIV, identified PLHIV, and the number of PLHIV receiving ART, as well as treatment protocols, are sourced through local partner organizations via formal requests for access to official information.
- Kazakhstan:
- Estimated number of PLHIV, identified number of PLHIV, number of patients receiving ART, and treatment protocols – data taken from open sources and official responses from government agencies to requests sent to them.
- Kyrgyzstan:
- Estimated number of PLHIV, identified number of PLHIV, number of patients receiving ART, and treatment protocols – data taken from open sources and official responses from government agencies to requests sent to them.
- ART Procurement Data
- Ukraine:
- The list of ART medications procured is manually compiled by partners based on official information requests.
- Moldova:
- ART procurement data is manually collected by partners through formal information requests.
- Kyrgyzstan:
- The list of ARV drugs procured is compiled manually by partners based on official requests for information.
- Kazakhstan:
- The list of ARV drugs procured is compiled manually by partners based on official requests for information.
- Price Data for Pharmaceuticals
- Ukraine:
- Data is collected from the Prozorro electronic procurement system.
- Additional information is obtained from the Public Health Center of Ukraine (PHC) and relevant procurement agencies.
- Moldova:
- Price data is manually compiled from the Center for Centralized Public Procurement in Health (CAPCS).
- Reference pricing is verified against Global Fund recommended prices.
- Kyrgyzstan:
- Price data for ART drugs is taken from official responses from government agencies to requests sent to them.
- Kazakhstan:
- Price data for ART drugs is taken from official responses from government agencies to requests sent to them.
This methodology ensures that the data collected and presented is as accurate and comprehensive as possible, while acknowledging potential limitations related to data availability, reporting mechanisms, and procurement transparency in different countries.
