About the portal

The Reference Pricing Portal is an information and communication platform designed to collect and provide data on antiretroviral therapy (ART) procurement. The platform facilitates transparency at every stage of the procurement process—from assessing demand and planning purchases to contract execution and delivery.

The platform was developed as part of the Regional Project “Sustainability of Services for Key Populations in the Eastern Europe and Central Asia (EECA) Region” (SoS_project 2.0), implemented by a consortium of organizations led by the Alliance for Public Health in partnership with the 100% Life Charitable Foundation, with financial support from the Global Fund to Fight AIDS, Tuberculosis, and Malaria.

About #SoS_PROJECT

The Regional Project “Sustainability of Services for Key Populations in the EECA Region” (SoS_project 2.0) is an initiative implemented by a consortium of organizations under the leadership of the International Charitable Foundation 'Alliance for Public Health', in collaboration with the 100% Life Charitable Foundation.

Key Objectives:

  1. Institutionalizing effective models and processes to strengthen HIV responses in the EECA region, ensuring improvements across the entire HIV care cascade.
  2. Removing barriers to healthcare access for key populations by promoting quality medical interventions based on human rights principles, addressing gender-related obstacles, and ensuring inclusive service provision.
  3. Budget advocacy for sustainable healthcare services to secure long-term financing and policy support for key population programs in the EECA region.

About the Health Advocacy Coalition (HAC)

The Health Advocacy Coalition (HAC) is an independent research, policy, analytical, and technical platform composed of experts with extensive experience working with key populations affected by HIV, tuberculosis (TB), and hepatitis C (HCV).

HAC was established to accelerate and sustain progress in the EECA region’s movement towards universal health coverage (UHC) as defined by the World Health Organization (WHO). The coalition fosters knowledge exchange and collaboration among private sector actors, civil society organizations, international institutions, and government agencies.

By prioritizing community empowerment, HAC aims to enhance the influence of affected populations in decision-making processes related to HIV, HCV, and TB treatment, ensuring that policies and healthcare services reflect the needs and rights of key populations in the region.
